What is the best syslog to use in combination with nagios core.

I want to log cisco devices and with a trigger at them to nagios for monitoring.

Depending on what you are looking to do snmp or snmptraps might be a better alternative. Otherwise we do not really have a "suggested" syslog server but there appears to be a few articles on syslog-ng.
Nagios-Plugins maintainer exclusively, unless you have other C language bugs with open-source nagios projects, then I am happy to help! Please pm or use other communication to alert me to issues as I no longer track the forum.

I want to log my cisco devices and event logs of my windows machine and then with triggers at them in nagios, That when a certain event is in the eventlog that nagios will alert me.

With windows, you should look at nsclient most likely. For cisco, syslog-ng again is probably the best. However in both cases, unless you are running server 2012, snmp traps and gets will provide most everything that monitoring logs can in a fairly easy format.
