It looks like fedora 19 changed the way they deal with LSB init functions - we will have to wait for a proper fix from the core devs. Have you filed a bug report at: http://tracker.nagios.org
Is running this on fedora 19 a requirement? We tend to suggest centos.

I would recommend filing a bug report so that the issue won't "fall in the cracks".
