Good news. I just got a better answer on this. Although there are no settings for this in the UI, this is a way using contact groups.

A user can only view hosts and services for which they are a contact. Creating a contact group with alerts disabled is the best way to create a group of contacts with restricted access. Alerts to these contacts can be sent out with another group, so that the list of users contacted can be smaller then the list of users with access.

My previous post was in error. Look else where on these forums and you will discover help on how to do this. Basically it's done using contacts and for simplicity contact groups. If your contact is not a contact for a host or service then you will be denied access to it.
