I was unable to duplicate this using 6 accounts (albeit, not on an Exchange server). Lets try one other thing:
-go to Admin > System Config > Manage Email Settings
-for Mail Method, if using SMTP change to Sendmail
-blank any fields in the SMTP section for good measure
-Update settings
