Error after upgrading from 3.2.3 to 3.5.1

I think I am fairly convinced this isn't a permission issue.

This error keeps showing up in the Apache error log:

Please lock this thread. I have reverted back to 3.2.3 because I don't want to make a career out of trying to hunt down the problem. Thank goodness I made a back-up of the /etc/nagios and /usr/local/nagios directories just prior to the upgrade.
