The directory /usr/local/nagiosxi/scripts does not exist.
I see that port 8o is closed, but I don't know enough about what is going to to fix it, sorry. This is a vm close of a system that is running though.

From your netstat, I do not see httpd or apache at all. I do see php, however it should be the actual apache daemon that is bound to port 80. Let's go with checking the apache service status again.

All;
Sorry about the confusions. So here is my take so far. Httpd/Apache is running, you must start it out of your install, because chkconfig says it's off.
Port 80 is closed? the scripts are there, because I was on the wrong machine. I need to put the working VM back up as they are screaming at me, then I'm off for Xmas holidays, sorry about all the confusion, and thanks, we will get this done. I will be back at this after the first of the year.

run the following command:
and upload the "upgrade.txt" file, that was generated by running the above command for a review.

Have you changed the credentials for the databases?
EDIT: Additionally, have you offloaded your db?
