In some cases checks need to be run as root. Just to clarify - you have:

[root@Ofelia ~]# export ORACLE_HOME=/usr/lib/oracle/11.2/client64/
[root@Ofelia ~]# export LD_LIBRARY_PATH=/usr/lib/oracle/11.2/client64/lib/

Does this match the version of the client you installed? (The latest one is 12.1)

You just need to be root to install the dependencies...

install_driver(Oracle)
