What are you trying to show here? It looks like you have a lot of copy paste from a config verification into command line going on here.

There permissions look fine. Check in the nagios.cfg file to see where the temp files are written. It's probably in "/tmp".

Check the permissions on this directory, for example:
ls -ld /tmp
Also, run the following commands and show the output:

grep nag /etc/group

any ideas?

I also have a service I need to change the username for , Nagios was set to us an employees login that has been disabled :(

I thought I updated the config but a reboot changed nothing

so here are the basic things I am troubled with:

how to identify exactly what a check is looking for
how to change a service, host or group ( currently using nconf)
how to upload the new config file and reload Nagios
how to verify in Nagios change has been implemented properly

Since your nagios group doesn't have any users in it, let's start by setting those permissions so that a nagios user and group would have correct permissions.

chown -R nagios:nagcmd /usr/local/nagios/var/spool/checkresults
ls -ldva /usr/local/nagios/var/spool/checkresults
grep -i 'nag' /etc/passwd
To verify your nagios config, you can do just what you first posted. Although you only have these permission issues and some warnings from the looks of it.
