A-HA! Success!
I went into the cloned copy and added use notify-service-by-email and use notify-host-by-email to the notification options, and then ran my test again. So it would appear that setting isn't carried over from the template, I guess? Either way, thank you!

Very bizarre, happy to help.
You'll probably want to make the change in some of your upstream templates as these will be the *only* notify commands that will work on your system, there is no point in applying the others.
I'm going to go ahead and lock this guy up and mark as resolved!
