So first, my apologies for hijacking the original intent of this thread. I appreciate the document, I tested the procedures contained therein and all worked great.
Regarding my secondary question, as this is completely against our security policy, I am going to state such and allow those above my pay grade fight the political battle that will ensue!

Since this doc seems not to be getting much traction, I'm just going to attach it. It works, and I haven't gotten any complaints about it, but if you do need help please feel free to ask.

That definitely works.
But we also need a definition for TELNET as well. When you use the Connect To... open in Quick Action and select TELNET, it attempts to launch: "C:\Windows\System32\dundll32.exe" "C:\Windows\System32\url.dll",TelnetProtocolHandler %I

These should work for SSH and Telnet:
ssh_telnet.zip
Import the registry file and place the batch file in c:\
