Authentication weirdness aside I worked out the TAC issue with my readonly user simply by resetting the password in XI and then logging in. My readonly user (appropriately named readonly) now can see TAC screen OK. I will need to create a faux network outage to test the Network Outage Screen but at this point you can feel free to close and lock this up. Thanks.
