A thank-you is used for showing gratitude, and we do not take it to mean anything else which is why we ask for clarification. Sometimes people thank us for our help even if our steps have not yet fixed their issue, so we err on the side of caution and verify whether they still need assistance or not. If we did not, and we instead assumed that all thank-yous meant the topic could be closed, then we run the risk of prematurely closing issues before they have been resolved.
