Are you able to simply ping the remote machine from the Nagios server command line, as the root user? What about as the nagios user? Are you able to run the following as both users?
/usr/local/nagios/libexec/check_ping -H srv-bqc-data.rnccnet.com -w 400,40% -c 800,80%
What is the output of each?
