Does this host have any services applied to it through templates?

all the services are applied to hosts groups that the hosts belong too.

As a test, try removing the host from the hostgroups and then try removing the host with the API, that is likely the reason why it's failing because it still has services applied.

Sorry, I just realized that lmitchev said that yesterday, at this time there is no workaround for it to achieve what you're looking for, the developers are aware of it though.
