Are you suggesting that if we delete a given dashboard (which currently shows nothing) and recreate with the same name we potentially will get the dashboard contents back?

No, sorry, I should have been more clear, I meant deleting the dashboards from the DB (like in the 4th post).

I performed that delete back in June, all of this user's dashboards are gone now. The user is non-admin. My dashboards are still present and working.

Ok, please PM me the fresh output and the username so that I can look specifically what they have in their dashboards that is causing the issue.
