What does that ID reference? Is it a bug that needs to be corrected and if so what do I do in the meantime to correct these that are scheduled for downtime?
Yes that is a bug ID.
You can delete them from the Scheduled Downtime interface and edit the Recurring Downtime to just using weekdays or days of the month for now. It should show up in Scheduled Downtime when the next cron run happens or you can manually trigger it by running /usr/local/nagiosxi/cron/recurringdowntime.pl.
