The extra forward slash doesn't effect the command so don't worry about it.
Let's reset the permissions on the perfdata folder and all of the sub folders as well by running the following as root.

chown -R nagios.nagios /usr/local/nagios/share/perfdata
chmod -R 777 /usr/local/nagios/share/perfdata
and the var folder

chown nagios.nagios /usr/local/nagios/var
chmod 777 /usr/local/nagios/var
Then, restart the following processes by running

service npcd restart
service nagios restart
Post is this solves the issue or not.

No joy. Still no performance graphs.
The log file /usr/local/nagios/var/perfdata.log is still empty as well.

Is selinux enabled on the system?
To find out, run the following as root.
It it is enabled or enforcing, then it will have to be disabled.
To Disable SELinux Permanently
To permanently disable SELinux, use your favorite text editor to open the file /etc/sysconfig/selinux as follows:
Then change the directive SELinux=enforcing to SELinux=disabled as shown below.
Then, save and exit the file, for the changes to take effect, you need to reboot your system.
Wait for about 15 minutes after rebooting and see if the graphs start to populate with data.

Could this by any chance be a problem with the mrtg install on the box? I was poking around in yum and saw several mrtg packages.
There was a package nagiosxi-mrtg.x86_64 that was not installed but a package mrtg.x86_64 that was.
On a whim I tried to install nagiosxi-mrtg.x86_64 but got conflicts.
