the notification preferences can be checked by logging in as the user, clicking on the username upper right, and then Notification Preferences on the left..

To see if the user is a notification contact for the service, navigate to the service detail page, click the
Configure Tab -> Re-configure this service
Then Notifications tab
Is there a checkbox by the username?
