@kakomaisa, Try changing Nagios XI <root@localhost> to a custom email. Sometimes SMTP servers would block emails from root@localhost.
Please shut down the server you're monitoring for 5 minutes and on the XI home page click on the event log (in the left column) and take a screenshot of the event log page.
Are you seeing a SERVICE NOTIFICATION entry indicating that XI sent an email notification after the server went down?

@kakomaisa,
Iam assuming when ever the server shutdown I should receive a notification , am I wrong .
Iam not sure what service you are talking about .
Do you have a host check for the server that is being rebooted? If no or not sure, please go to the Core Configurations Manager, click on Hosts and create a new host.
Untitled.png
Make sure under Check Command to select "check-host-alive".
In the address field you can insert the IP address of the host.
Make sure to assign the nagiosadmin contact under the Alert Settings Tab.

Here is the more detailed instruction on how to create a host check.

Some SMTP server do not allow emails to have a root email address and they wouls block them.
Please to to the Admin > Manage Email Settings menu and put on a valid From address and update the settings.
See if that fixes the issue.

Another thing, the email server password has a ! in it, can you change that on the SMTP server and update the settings on the Nagios server and see if that works as well to fix the issue.

Yes, there is a bug in 5.6.0 that could cause the issue you are having.
Please upgrade the server to XI version 5.6.1, that should fix the issue.

Login to the XI GUI as nagiosadmin and click on the user name in the top right corner.
Click on the Notification Preferences menu and make sure the notifications are enabled and the alert types.
Click on the Notification Methods menu and make sure the Receive alerts via email. is checked.

Save any changes.

Then go to the Admin > Monitoring Engine Status menu and make sure notifications are enabled under the Monitoring Engine Process dashlet.

Check the Home > Notification menu to see if a new notification is generated. If so, see if you received the email.
