For what its worth, this is my directive in apache 2.4.6 on rhel7.5. It works perfectly, but I encountered similar issues to those reported until I removed the "deny,allow

Another option is to use check_http to confirm if Apache is running or not. Otherwise, please open a support ticket ( and reference this post). Thanks.

Can you can reach the server-status page via a browser? If you add your IP to that list, and test it successfully, then you have removed Apache from the problem list.
