I mentioned this before in a post. It isn't very logical to expect a new production server to be a base install. Quite frustrating. There are no guesses as to what I can check?

If you try to go to this in a web browser what do you get?

I get the directory contents as a dir listing. Perhaps I need to add in a php handler?

Yep. Nagiosql and nagiosxi both use php...

Thank you for your help, I asked our Sr Architect, I had to just cp over conf files to a different directory to enable it. I wasn't aware of that.
