Scott,

That seems like a half baked solution for scheduled downtime. There should be a way to re-check services/hosts that where in a downtime and have a non OK status? Why have a downtime solution that doesn't check what was down? Is there a product improvement coming to address this? I would be glad to open a case or what ever it takes to get it started.

The services do re-check and where appropriate would send notifications, but event handlers only fire on state change UNLESS your turn on the is_volatile option which you already acknowledged exists.
