That's why, the reason I asked is because the functionality works to where if the host is down (in a hard OR soft state) the services will automatically go into a hard state on the next check. That's what you're seeing. Unfortunately, there's no way to customize that. Change the Host check to something that works (so the host actually goes up) and the functionality will work the way it's supposed to.
