The fastest way is to turn nagios debug on in nagios.cfg and browse log (log everything), you will see how nagios handles the command line step by step - substitutes values to create real command for execution in the shell. Almost any errors will become obvious quickly.

HUGE EXASPERATED SIGH. I just added the community name to the Service Definition and now it's working. So, why does the check_snmp command work fine from the command line without the community name but the Service Definition needs the community name? Now to go find out what the exit codes are...
