There is a contact template called xi_generic_contact that contains these two settings. There was a past issue were the nagiosadmin user had settings like you describe... did we do that again?
It's important for you to help us understand how things digressed into this state. We are glad that you found the settings to get NagiosXI to handle notifications, but this as you may know is just a patch in lieu of a proper fix.
Please open another topic to discuses the other issue. We will surely look into this. However you must help us to reproduce your issues, please provide more information... If you look in past tickets there are several examples of users who had something that was unique to there instillation and despite the firm believe that the issue was easily reproducible it wasn't.
Think of it this way:
We would hope that our test environment would be easy for you to reproduce, but I get the impression that you are having an issue there. We have the same issue with trying to reproduce your environment. In order to help you correct this we(At Nagios Enterprises, Inc.) are going to have to bang our collective heads against a few walls.
