My work around is create a basic contact as described above and then create same user in XI without checking option to create corresponding core contact.

I'm suspicious that this is currently the best workaround for your scenario. I have a feeling the additional options that keep showing up a part of some hard-coded default settings upon creation of a new XI user.

I'm wondering if defaults for new corresponding core contact can be changed to not include notification options and definitions and simply create basic contact.cfg as described above - without any notification options or definitions.

What you're asking for makes sense from a config management perspective, and I have a feeling that this would be a feature that multiple people would want. Would you be willing to file a feature request on tracker.nagios.com to have this as an option? That way we won't lose track of this idea.
