In additional to answering Eric's questions, could you post your current nagios.conf vhost file?

Good news I figured it out. I did not have Apache2 configured to load the CGI module. I put the following line at line 146 of the apache2.conf file, restarted and now everything is working fine. Thanks for all of the help, now on to setting Nagios up! :D

I did run into an error while compiling the nagios plugins (2.0.2). Fortunately I found this link:
