Can you please post:

• The config file for WEB_Webapp1 along with the config files of any templates it's using
  The file /var/log/httpd/error_log

Thanks for the configs.

Can we try and restart nagios core to see if that fixes this issue.

The Nagios service restart did not resolve the issue. Host still show muted and greyed out

I am unable to use the bulk host cloning and import monitoring wizard as well. In Step2 for Template Host Information no hosts appear or display for selection.
