Can you open Performance Monitor on the Windows system and view that counter and see what it is running at?
How many cores do you have running on your Windows system?

Hi tgriep,

here is the screenshot for performance counter. And Server got 4 core.does checkcounter for CPU depends on number of core?

I think the check is showing you that the process is taking 99% of one core and the Task Manager is showing you the average over 4 cores, that is why the numbers are different.
