You would want to look at options through your telecom provider, or look for cloud providers.
If you're looking at the hardware route, I would explore your options, but something like this should work - https://www.smseagle.eu/
You'll need to reach out and do your own research, but as long as they have a way to be communicated with, then Nagios should be able to integrate with them.

Keep in mind that if you're using a directly attached device of some sort, you may need to plan ahead to allocate physical server resources to virtual machines if you are using virtualization.
