Whoops, that's my IP from when I was testing the command output. Try nmap 10.3.31.16 -p 3393 --reason instead.
A firewall might be the issue.

It is possible, however, do you think this could be the issue behind all this?
We do not own the LDAP instance however, if it is something you conclusively think could be an issue, we can go into discussion with them about the same.
