Some quick searching came across this thread:

which suggests perhaps your ISP is blocking certain outbound connections. Others in the thread said they were able to use the relay just fine. Granted this was from 2013 but it might provide some insight.

Otherwise this is something you will need to find on your own, as it is not a problem with the Nagios software itself.
