Ignorant question: Would I have been able to perform previous updates successfully if the server was behind a proxy? I only ask because nothing has changed with this server since the last update.

Not necessarily, many updates do not require connectivity to random sites, but this one will as it needs to download these packages.
Talk with your network admin to see if there is something blocking access to different sites, and explain the issue are having not being able to download packages.

I confirmed with my network admins that the server isn't behind a proxy and there should be nothing stopping it from getting packages. With that being said, I figured it out myself. I ran manual wget commands for the things it was getting caught up on, ran the yum update, and was then able to complete the update to 5.5.1.

Yes. I was able to update so the issue has been resolved.
