My understanding from the license agreement is that monitoring from 2 sites as described would require 2 separate licenses, correct? A single license allows for one actively monitoring, one passive failover and one backup if I understand things...

Production Install - The main monitoring install for a given license key. This is the install that system administrators use on their production servers and infrastructure to monitor their environment and receive notifications when systems are not working properly.
Test/Lab Environment - The second install is for use in a test environment. This ensures that when upgrades are necessary, or major configuration changes are implemented, there are not adverse effects to the main monitoring system. The test install allows teams to “preview” their changes without jeopardizing the main system.
Backup Install - The final installation use case for a given license key is for use as a backup/failover of the Nagios XI Production install. This allows for a high-availability system to be setup, or can be used as a complete backup of the production install

Sorry, I misread jolsen's post above. His example disables/enables monitoring and notifications. I thought it was only notifications. Monitoring at one site at a time should be ok.

Yes, active/passive monitoring need to be disabled on the failover system which essential makes notifications useless anyways because nothing would notify from that server until they were re-enabled.

The suggestion of simply modifying the nagios.cfg file is both elegant and easy to implement. Thank you so much for the suggestion, it will make our failover design much easier and will keep us in compliance with our licenses.

The answer seems to be "we don't have a high availability solution and simply offer various options for customers to possibly choose."
I gave up on this thread long ago so feel free to close it.
