NLS doesn't currently have that functionality, though there is a pending feature request for it. Currently, you'll need a user to login as if you want to display a dashboard.

Can you submit that within the URL for the dashboard?

Unfortunately no, though you could probably write a dirt simple Greasemonkey script to plug in the credentials and login if the page isn't currently displaying the dashboard.
