It's very strange that you can run this command successfully from the command line, but it fails when you test it in the CCM. Not all of the checks can be tested in CCM because of escaping issues, but this is not the case here. Very odd. Can you post the output of the following command?
BTW, can you apply configuration successfully now?

We might need you to send your latest configuration snapshot to
[email protected] along with the name of this host/service and a copy of the /usr/local/nagios/libexec/check_iftraffic3.pl off of the server

Configure -> CCM -> Configuration Snapshots
click the disk icon on the newest item
