Is it possible to somehow enable text alerts for just a specific host group for a user? I only see an on/off option for all notifications.

Could you be a bit more specific? Should this user also be able to receive other notifications? Through SMS, or email? Is this user going to be notified for other hosts and services?

This person receives ALL notifications by E-Mail. They need to get text notifications however for just a specific host group.

Have you considered creating a monitoring contact for this user, and then assigning the contact to that hostgroup. You can actually add the contact's phone number in the correct format, to their additional address fields in the CCM > Contacts > "Contact name" page.
