Contact not updating

Having some ongoing issues with email alerting. It seems the alerts are not picking up the changes being made to each services contact details. i.e. contact name 'support' has an email address of [email protected]. I test notification and it goes to [email protected]. I then change 'support' to [email protected] apply config - test and 123.abc.com
I am only testing using the Service >> Advanced >> Send custom notification
The results are that when checking Service Notifications Log, the correct contacts are being sent the correct notification command xi_service_notification_handler . But the emails still go to the user who was previously configured.
I have also check the config.cfg files and service cfg files and all are updating correctly, but yet the email goes to the old address?

PS i have even restarted and also upgraded to latest release and still the email goes to the old address ([email protected])
