That's not totally true. If you're employed by a company and develop
code out of GPL projects for internal use only and the company isn't
redistributing anything, they can forbid you to release the modified
code, as it it owned by the company.

What is illegal is to redistribute binaries in any form (even bundled in
a hardware device) without making the code clearly available to whom you
distributed it to. Redistributing the code under another license is
obviously illegal as well.
