A few points on passive checks:
* The scheduler should ignore passive checks in all its
calculations as it doesn't have to schedule a check of them. If
you have, like we do, a _lot_ more passive checks than active ones then
it skews all the calculations badly.

* Passive only checks still get added to the scheduler so it still
runs the check_command. Whereas netsaint wouldn't run passive
checks because you put them in a non-occuring timezone, nagios
removed that obfuscation and let you specify that a check was
passive. At least according to the documentation that is. Did the
source get updated to reflect this?
