Nagios access issues (403)

Hi.
I have installed Nagios on a CentOS 5.5 server (Apache 2.2), all seems well until I log in as nagiosadmin. Once the password is accepred I get "You don't have permission to access /nagios/ on this server" I have checked the config files, I have checked the Apache config files, I have plowed througt the Nagios documentation, I have reviewed every ilne in /usr/local/nagios/etc/cgi.cfg file. I have even disabled SELinux. Nothing seems to give me the ability to run this.
Any pointers would be appreciated (index files do exist), php and MYSql configures and running other apps without issue.
