External Commands

Every time I try to make changes from the GUI, it says "Sorry, but Nagios is currently not checking for external commands, so your command will not be committed!" and I cannot find in the documentation which config file I need to edit to allow this.
Also, I am not seeing the graph that shows my host that I thought was monitor bandwidth usage and up/down time. What do I need to do to add this host so it monitors it further?
