Hi Gerd,
have you checked the permissions at the resource.cfg file? We hat a
disscussion here on this (or a really similar) Error some months ago (i
guess with 2.1). The solution was that the nagios user could not read
the resource.cfg file and so $USER1$ was not set after a reload.
