Hi,

while working on the gettext patch I noticed a few strange things in
configure.in.

What's the purpose of the VERSION variable when we do already have
PKG_VERSION?
Why is VERSION read from common/common.h which is apparently updated
from the update-versions script?

I'm a bit confused
