This has been discussed before.

As I recall the conclusion of the discussion:

- the config files will remain 'as is'
- there have been efforts to create XML files which could be used to =
build the config files

In a nutshell, there's more than one way to do it. I don't recall the =
exact reasons for not changing the base config files to XML format =
(other than the obvious "why create unnecessary work"), but some folks =
would rather keep config data in a database. In the end, all roads lead =
back to the basic config files.

I'm no doubt glossing over details.
