3.1 is not "based on" any stable version at all, as it is totally
different from 3.0 in many aspects. Any odd numbered minor release
usually isn't "based on stable" so to say, as it incorporates many big
changes - else there wouldn't be an increase in the minor number at all.
So whatever way you put it - there shouldn't be any word about
"stable" in an odd numbered minor release.
