Quick question, we are decomissioning a server that is running a licensed Nagios XI. What are our options for reclaiming the license, so we can use it on the new server we are building to replace it (Different datacenter/IP)

No specific procedure. When you provision a new server, activate as you normally would. If you trip any licensing issues, you will be informed on how to proceed - usually calling sales resolves it.
