Best way to configure multiple hosts

So let's say I use SCCM and push the NSClient++ and the .ini file to a number of servers, let's say 20. Do I still need to go into the server Monitoring Wizard and add each individual server, or is there a way to add the entire group.

Yep you do have to add them all, however you do not need to do it with the wizard specifically. Using the wizard is one option, you might also use templates or host\service groups to logically add everything, another option would be to add the needed host and services in the imports directory each time you add something. It really depends on what you find easiest and what works best for your environment.

It completely depends on the user, and what detail they want to see when configuring. If the user does not yet understand most of the fundamentals of object configuration definitions the wizard would be a good choice as it puts everything in plain old English and helps walk them through it. Templates/CCM edits can be quicker if you know what you are doing, and what you want going in.
