First thing to fix for internationalization

Ok,
Our team has found out something to help you guys get started in fixing internationalization. Since we don't have access to the source code, we have to rely on you to start this process.
To find the first thing that needs adjusting, log in and click on your name on the top right hand side.
You'll see the screen that talks about notification methods. Click on "Notification Preferences".
The first thing that needs fixing is the date/times listed here. Note how everything is listed in 24 hour time, the problem is that the time is local to the server and not to the people in foreign countries.
So, to fix it, we need to be able to start working with timezones. Any ideas on how we could get this started?
