Error: Could not register

An empty contact group was introduced into the contact_groups.cfg file.
Output of pre flight test:
Error: Could not register contactgroup (config file '/usr/local/groundwork/monarch/workspace/contact_groups.cfg', starting on line 22)
I edit the file identified in the message, remove the bad data (delete the empty contact group), and save the corrected file. The next run of pre flight test repeats the error, because the bad data reappears in the file.
How do I clear this issue?
